 Is there any merit in making dua on the day of Arafah for those who did notperform Hajj?

He said: "The Prophet (peace and blessings of Allaah be upon him) said: “There is no day better than the day of Arafa, on the day when Allah frees the most servant from the fire of Hell; Then he is close to the people of Arafera with the people and says: What do they want?" [Sahih Muslim (1348)]
Narrated Abdullah bin Amr bin As (R) that the Prophet (peace and blessings of Allaah be upon him) said: “The best prayer is - the prayer of the Day of Arafa. The prayers that I and my ancestors are the best are there - there is no deity to Allah and the Prophet (peace be upon him), on behalf of Allah, the Prophet (peace and blessings of Allaah be upon him) and blessings of Allaah be upon him) and there is no god but the truth; He has no body. Kingdom for him, praise is for him, he is powerful in all matters.
He said: "The best prayer is - The prayer of The Day of Arafa" is matta Malek (500), Albani said his 'hul Jame' in his book.
Is it permissible to pray on the Day of Arafa that it is only for the people of Arafat; or the people of all other places will include: There is disagreement between the scholars. The advancement of advance, the virtues or the common and the virtues are the center. However, he is undoubtedly getting the benefits of the place as he is present at the comfort zone.
Al-Bayy (RA) said:
Speaking of him: "The best prayer is - the prayer of the Day of Arafa". That is, the greatest, more likely and more suitable jikir is to be accepted. It is likely to have only the upperil objective; Because on the Day of Arafa, the Day of Resurrection is purified and particularly applicable to the hazi. In some cases, they were subsisted from Salehin who thought it was 'تعريف' (their own). The Qur'an is (Arif) to come together in the mosque to pray and do jikir in the Day of Arafa. There are those who did it - Ibn Abbas (R). Imam Ahmad told him to join Tarif. Although he did not do it himself.
Ibn Kudama (R) said:
Kazi said: "There is no obstacle to observe the city port (i.e. Arafa except Arafa). Al-Asram said: I asked Abu Abdullah to join the mosque of the Imam Ahmed on the Day of Arafa and ask Him (it' Sharif) to be celebrated. He said: "I hope there is no problem with that; He did it without multiple satellites Narrated from Al-Asram Hasan that He said: First of all, the people who observe The veil: Ibn Abbas (R). Imam Ahmad said: "The first person who did it is Ibn Abbas (R) and Amr bin Huraich (R)."
He added: Hasan, Bakar, Sabet and Muhammad bin Wase were in the mosque on The Day of Arafa. Imam Ahmad said: There is no problem in this. This is nothing but prayer and remembrance. He was told: Do you do it? He said: No; I don't. It is described from Yaiya bin mayi'n that he also appeared with everyone on the evening of Arafa.

This proves that they thought that the birthday of The Arafa is not a khas for the pilgrims. However, nothing is narrated from the Prophet (peace and blessings of Allaah be upon him) about joining the mosque for the sake of prayer and remembrance of Allah. That is why Imam Ahmad did not do it. However, he would have ruksat or had given up on it; He would not have forbidden. Since Ibn Abbas, our bin Hurich Pramukh Sahabi did it.
